I ve had this happen with the rustoleum 2x stuff.
Much better product for spraying rustoleum is a fine product but not for spraying so much enamel is a single stage type paint pre clearcoat so why clear it.

At least 3 coats of your base color allow 1 day to dry between coats and wet sand with 400 to 600 grit then apply your clear coat the same amount as your base color same drying time and wet sand first with 400 to 600 grit.
I have heard that you can use hardware store urethane for clear coat with rustoleum.
